Using User Manager you can configure additional logins, allowing more users access to Management. Examples of accounts you will find in user manager are "Administrator" and "Librarian" but you can add more if you wish. You will normally create a login in User Manager when you do not wish to associate that login with a particular borrower account because accounts created in User Manager are not able to borrow/reserve/review resources. User accounts created in User Manager can have restricted permissions, which you can set up using Group Manager.
An example use of a user account you might want to create is a "Library Helper". Creating this user allows you to assign more restrictive permissions to the account and prevent access to areas such as Management, Resources, Borrowers, Past Loans etc. For more information on restricting access to certain areas/functions, see the topic Group Manager.
For details on creating a new user account, see the topic Creating a new User Account.
